COUNCIL MEETING

MEGGETT TOWN HALL

May, 2007

7:30PM

 

Mayor Grange Coffin called the meeting of the Meggett Town Council to order. Present were Mayor Pro-tem Reeves Bair, Council members Tommy Butler, Josh Garvin, Keith McCarty and Attorney Dennis Rhoad. Craige Borrett minister of the Chris St. Paul’s Church led the group in prayer followed by the Pledge of Allegiance by Mayor Coffin.

 

Minutes from the April meeting were read and approved.

No report was given for the 1925 project.

 

First Reading of the 2007 -2008 Fiscal Year Budget

Councilman Josh Garvin made a motion to accept the first reading of the 2007-2008 Fiscal Year Budget and Councilman Keith McCarty seconded the motion.  The motion was passed unanimously.  The second reading will be at the June Council meeting preceded by a public hearing.

 

Old Business

A request to close Toogoodoo Farm Road has been presented to Council by Peter Stanley.  Mr. Stanley has agreed to construct a cul-de-sac for turn around purposes at the point of abandonment at his own expense.  Councilman Josh Garvin made the statement that Council had discussed this in a previous meeting and Council had agreed to allow the closure.  Attorney Dennis Rhoad informed Council that S.C. Laws prohibits towns with a population less than 5000 to have the authority to legally close a road without the consent  granted through certain courts.  However, if Council is in agreement to the closure he will move forward with the legal aspects to set a hearing with the court system for Mr. Stanley.  Council made a motion for Attorney Rhoad to proceed with the process to close Toogoodoo Farm Road.  All approved and the motion was passed.

Public Comments

Mr. Robert Shealy inquired if copies of the new budget were available?  Mayor Coffin indicated that they would be made available before the public hearing.  Mr. Shealy also stated that he wanted to thank all of the candidates for rapid removal of the election signs.  Jokingly Mayor Coffin laughed and said many were removed before the election meaning many signs were vandalized.

 

Recognition of Pro-tem Reeves Bair and Councilman Tommy Butler

At this time Mayor Coffin asked that Reeves Bair and Tommy Butler come forward and join him to receive a plaque as a token of the Towns appreciation for their dedicated service and the outstanding job they did while serving on Town Council.  Mayor Coffin presented Tommy Butler with his plaque for 8 years of service.  Pro-tem Reeves Bair was presented his plaque representing 20 years of service to the Town.  Mayor Coffin praised their efforts and stated the Town would not be where it is today if it were not for everything they had worked to accomplished over the years.

 

Swearing in of Mayor Coffin and new Council Members

 

Shirley Coffin joined her husband for the swearing in ceremony.  Mayor Coffin said he had asked his minister and personal friend Craige Borrett to issue him his oath of office at this time.  Mayor Coffin said that the Bible that he held was presented to him by the Class of 1987-88 of Country Day School.  At this time Mayor Coffin repeated his oath and was sworn in to serve the next term as the Mayor of the Town of Meggett.

 

Mayor Coffin, after taking his oath of office, performed his first official duty to administer the oath of the newly elected council members, Tom Hutto and Buster Herrington who were asked to join him for the ceremony of oath.  They repeated their oath and were sworn in to take their positions as the new Council Members to serve the Town of Meggett. 

 

Election of Pro-tem

Mayor Coffin said he would like to recommend Josh Garvin as a candidate to serve as Mayor Pro-tem.  A motion was made, Councilman Keith McCarty seconded the motion and all voted in favor as Josh Garvin to be new Mayor Pro-tem.. 

 

At this time Mayor Coffin asked for motion for meeting to adjourn.  Councilman Keith McCarty second motion and meeting was adjourned.
