Planning Commission Meeting

Meggett Town Hall

 

Chairman Bill Krucke called the Planning Commission Meeting to order at 7:00pm.  Chairman Krucke led the group in prayer and afterwards the Pledge of Allegiance.   Commissioners who were in Attendance were the following: Bill Krucke, , Ed Amerman, Andy Anderson, John Boineau and Eric Meyer.   Andrea Pietras represented Charleston County.  Also in attendance was Mayor Grange Coffin.

Charleston County Representative, Andrea Pietras presented handouts that included corrected copies of ordinance for Accessory Structures.   Also a corrected copy of the standards for the Heritage Overlay Zone was provided with the corrections indicated in bold print shown on page 10 under Subdivision Plat and on page 11 titled Subdivision Plat Approval.  Andrea also provided a handout with information pertaining to private roads in land development and ingress/egress easements.

Accessory Structures

The Plannning Commissioner reviewed the corrected information on the handout titled Accessory Structures.  Eric Meyer motioned for the standards of the Accessory Structures to be approved and was second by Ed Amerman.  The Accessory Structures Standards were approved and passed by the Planning Commissioners.

Industrial and Office/Commercial District

The information for the OCM and the LIM was placed in graph form and included in the Draft Zoning Ordinance Regulations.  The Commissioners agreed the following should be added to the document.  The corrections are listed below:

(1)          On page 7 under the graph titled OCM (Density/Intensity and Dimensional Standards) the Commissioners requested that Minimum Lot width of 100’ be added.

(2)     On page 7 under the graph titled Lin (Density/Intensity and Dimensional Standards) the Commissioners requested the Minimum Lot width of 200’ be added.

(3)          On page 7 under heading 4.9 Industrial District (Lin), the statement shown under “B” should be deleted.  It applies only to OCM and not to LIN.

(4)          On page 7 the graph for LIN under Maximum Building Cover, this area was changed to 50% instead of  “no maximum”.        

Private Roads and Ingress/Egress Easement

Andrea provided handouts which provided information on the development of roads and easements.  Concerns and issues concerning the responsibility and upkeep of roads or easements were brought up for discussion. Decisions for requirements and legal aspects of upkeep of private roads and ingress/egress easements will be continued at a later meeting.

Heritage Overlay Zone

The new handout for the Heritage Overlay Zone presented by Charleston County Rep Andrea Pietras indicated the changes recommended by the Commissioners.  The changes were verified by the Commissioners and a motion by Bill Krucke was made to approve the Zoning Ordinance Regulations and present the recommendation to Town Council for their approval.

The motion was seconded by Ed Amerman and passed by the Planning Commission. 

A motion was made by Ed Amerman to go into joint executive session with Town Council to discuss legal issues.  John Boineau seconded the motion.  No decisions or votes were made in the joint executive session and meeting was adjourned.
